Military man's new baby!

What is the name of your state? Louisiana

my brother is going to be a father, and he is in the military. he is not married to his girlfriend, but she wants the baby's last name to be my brothers, but he is over seas in iraq and wont be there to sign the birth certificate. is there any way to get around him not being there? or will he have to adopt his child later in order for his son to have his last name?

She can give the child any name she wants - including the last name of your brother -- but she can't list him on the b.c. as the "father" without him either a) being there (which is impossible) or b) completing and signing an "Affidavit Of Paternity" which is a document on which he swears and affirms that he is the biological father of her child **************... When is she due (aksing because for him to be able to get that document to her from where he is will understandably take some time)
