Minors living 2 blocks away from a strip joint

What is the name of your state? California

I met a single dad two years ago. He has two minor kids, a son 15 years old and a daughter 12 years old at the time. He was renting an apartment then. He also runs a small cafe/deli that is about 2 blocks away from a strip joint/nude bar. The cafe turns into a nightclub at night and sometimes patrons from the nude bar would drop by to catch a few drinks since he has a beer and wine license.
For most of last year, I got the impression that he moved his kids to live in a small room right next to the cafe. Both are in the same building. When I'm there at night, I would catch glimpses of the kids entering the cafe from a back door to grab some snacks in the kitchen.
A couple of months ago I confronted him about this. He then revealed he did give up his lease of the apartment and had the family take up residence in the office which is the room next to the cafe. He said it made economic sense to him. He did not like having to pay rent other than that for the business.
My question is, is this legal? Can minors live within such a short distance from a strip joint? I know for a fact that builders cannot build residences within so many yards from a nude bar. Doesn't this same law apply to his situation? Thank you for any input I get. I'm concerned for the kids.

What exactly are you concerned about? Just living in the proximity of a strip club does not put anyone in danger.

Sorry but in some towns strip clubs are a LOT closer than two blocks to residences. I can name several -- towns that is -- not so much of the strip clubs. Anyway the kids are not "in danger" for living two blocks from a strip club. if they were living IN the strip club that would be cause for concern.

Well, I know for a fact that his daughter was caught in bed with a young man about a year ago. A parent handed the father a picture she found showing the two in bed. She was invited to a slumber party and the girls were plotting to do this. It went so far as a sex crimes case initiated by the police with an investigator involved.
Then he always hounds his daughter about not dressing up so sexy otherwise she might get kidnapped by a pedophile. She likes to wear tight clothing and expose her hips ...the kind of fashion that's 'in' among the young crowd. Also, he makes her to walk to school which is more than ten blocks away since he has no time to drive her to school. He opens his cafe by 6:30 a.m.
Well if there's no law that makes it illegal, I guess the only problems here are a child with poor adult supervision and a father who is having to compromise the health and well-being of his child in order to make a living. Isn't that child abuse though?

One more thing ... my daughters recently confided in me that his daughter boasted to them that she has smoked marijuana before and drank beer which she took out of her dad's cafe. This is what elevated my concern.

Again - what makes this your business? Who are you in the picture?

So dad should be punished for trying to make a living to support the children that he is obviously concerned about considering that he gets onto the daughter about her clothes and intiated an investigation when he saw a picture of his daughter in bed with a guy? What does any of this have to do with YOU? if you think the guy is a bad parent (which I'm not seeing based on the information YOU have given) stop dating him and butt out.

It's quite possible too that he has violated his lease of the commercial building by living there.

I see. So, in other words, you're a busy body. Find a new hobby. Or offer to spend time with the daughter so she has some more supervision.

If he has no guilt about where he's living, how come he is not so open about it? I saw the investigator and a detective approach him in his cafe.
They were interrogating him and it was obvious he was not cooperating 'cause the detective slammed a chair she was using on the floor out of frustration.

I think the daughter atleast should be placed in foster care ...
Isn't that why we have such a system in place?
