he can call but the police will laugh at him most likely. You can move to NC with the children. He can then IMMEDIATELY go to court in Texas and file for the children to be returned to Texas as well as to divorce you. If the children are ordered returned and you don't return, dad will basically be awarded full custody in the divorce -- I believe Texas calls it managing conservatorship.
