What is the name of your state (only U.S. law)? Delaware

I'd like to change my minor daughter's last name to mine. The NCP last known address is in Ohio. My question is I know a publication has to be executed but I wasn't sure if I had to announce in Delaware or attempt to locate the parent (with a publication) in Ohio or do both. I have called Court of Common Pleas with has jurisdiction in Delaware and they weren't even sure... so I'm hoping possibly someone here can point me in the right direction.
