name change

What is the name of your state (only U.S. law)? oregon
my deaf neighborneeds to change her name for safety reasons, i said i would help, but i have no clue. what is the process for a legal name change?

She would need to file in probate court (most likely) and then by publication inform the public of her wishes to change her name. How does the believe the name change will keep her safe?
