Question

need some advice

I have been seperated from my spouse for 16 months he decided to leave his home, my question is how soon should we file for a divorce we dont have property to divide and im currently reciveing child support, but we have some outstanding bills that were put under my name he now refuses to pay what do I do in these issues??? Please help.....
