Neice Moving Out

What is the name of your state? New York
I found out by calling my local Family court that my neice can move out legally without her parents concent. Now I am not sure how I go about getting her enrolled in school or how to obtain gardianship of her. We would like to do this as soon as possible so any response will be a helpful one.
