What is the name of your state (only U.S. law)? IL
What rights do the noncustodial parent have regarding information regarding their child's medical and educational information? Can this information be kept from them?

You have rights to the information, however, without joint legal custody, you can't do anything about the decisions made as far as their education/medical/etc.
