PA License Application

What is the name of your state? PA
I want to apply for a marriage license in Phila. county. My fiance is incarcerated but has provided affadavit, etc. for Power of Attorney. County states this is no good - both parties must be present to apply. However, the county is not willling to go to him, nor is the Dept of Corrections willing to transport him there. IF POA is legal & binding, why would this not be accpted by the court? Is this not hindering/prohibiting my right to marry?What is the name of your state?

It is not prohibiting your right to marry -- just delaying it. Delaying it until he gets out of prison.
