Payment of Property

What is the name of your state? Idaho

My husband has been divorced for 6 years and at that time they had a house together and instead of selling the house (because he has two children and didn't want them to have to move from there house) and splitting the equity they agreed upon (and it is in the divorce decree) that she would pay him x amount of dollars if she re-married, sold the house, someone moved in or the youngest child turns 18. For the past 6 months her boyfriend has been living there and she has not made any attempt at paying my husband. Can my husband put a lien on her house? If not what other options does he have?
