please help...grandbabies in danger!

This is going to be long, so I apologize to start, but want to give as much detail as possible.
My daughter got pregnant when almost 17 and had a boy, Dylan who is now almost 4 years old. They lived at home with us until he was almost a year old, when she moved in with the father for 7 months. She then returned home for over a year. She continued to see the father and became pregnant again. This child is now just turned 1 year old. She has had her own apartment for a bit over a year now. She has always been an unfit mother. The house was filthy...KNEE DEEP in garbage,diapers,bottles,clothes and among it all a "mess" from the cat.
I have a letter from her landlord who had went in several times while she was gone, and claimed the smell alone would knock you down.
She wishes now she would have called Childrens services.
I also have a letter from her daycare. She did not work but for a few weeks at a time. If the daycare needed anything for the baby, they called me.
Too many times she brought no food, no diapers...no bottles. They called me. They state in the letter the baby was dirty and many times wore the same clothes 2 days in a row. He also acted "starving" when they did give him food, and knew he had not ate.
The letter does not mention Dylan, as he was not in daycare that often...I had him.
I also have a police log of a 911 call I made when the children were left at home at night alone, I walked in and found them.
We worried about the kids, BUT we had Dylan 90% of the time. And she always threatened if anyone called Childrens services on her she would move out of state with the kids and no one would see them. I only lived a mile away from her so was able to see and check on Wes on a daily basis. Again..Dylan was with us most of the time.
She has an almost non existing work record. (about 5 jobs in 1 year) WHEN she did work. She had listed for emergency at day care a job she worked at over a year ago!!!! I ask what you have happened if the kids got hurt. The daycare manger said,we would have called you. We didnt know. She never let us know where she worked.
We also know she sold her body for sex. My other daughter has seen money exchanged.
Now...for the worst problem. My daughter who is 21 met a man/31 in her apartment building.He is an ex marine He was discharged (general)for being an alcoholic
He lived below her, he has no furniture, only animal skins on his walls in the apartment below hers. He wrote her vulgar letters angry at her. I have one. The letter rambled on and on about vulgar things. At first she was afraid of him and had us buy her mace so she could safely go in and out of her apartment building.
Within a few weeks times, not only was she seeing him BUT married him!!!!
All in less then 5 weeks time , and the day they got married in the middle of the night moved from Ohio to Kentucky.
He told her he had went to prison for domestic violence against his wife.
That just didn't seem right to me..knowing the court system that he went to prison for a year for one time abusing his wife, as Jen claimed.
So I got online and searched everywhere until I got the court docket here in Ohio and found that he had been in prison for CHILD ENDANGERING and weapons under disability, in 93 AND in 96 five different counts of a sexual nature with an underage BOY!
One being sexual imposition (not sure what this covers)
So, after that I've been running...going the library for microfiche of old news papers....the court house..etc. ..
The baby, 2 months old had caused bruises all over her body...neck and head injuries,,AND fractured his 2 month old daughters rib...
The worst thing was he put a GUN in the babys mouth and threatened to kill her.The Drs. felt she had been beat since birth. Her eyes did not respond to the camera flash for pics and she began having seizures.
He had to sign away parental rights to this child and he plea bargained and got ONLY a 1 year sentence,
And for the other conviction he had told her that he watched porno's with a 16 year old boy, one time... The court papers read that the boy was between the age of 12-15 when this happened MANY times, AND he had ORAL SEX with the child, and he was 12 when it started!!!!!!! He "served" 9 months for all these counts after plea bargaining.
I have copies of all the court transcripts
He told her he had not done all those things and the papers had put down lies. THESE are court records!!!!!!!!!!!
We now have sent all the records, newpaper clippings, and letters from daycare, landlord, police dept..etc. hoping that Kentucky Childrens Services can and will remove the children from the home.
What I'm wondering is this.
Can we file for emergency custody of our 2 grandbabies in Kentucky?
Can we win with all the info we have on not just the mother, but this man she married? Or would we just be wasting our time and money traveling from Ohio. We a worried to death...Please..please answer.
There is much more to this story, but I know this is long enough
My heart is breaking.

Too long... If you want someone to help then you need to cut it down, stick to the point, get rid of all emotionally statements etc and list your questions clearly.

IF the man my daughter who has been an unfit mother married a man who is a 2 time convicted crimminal,once for putting a gun in his babys mouth. Beating the baby,with broken rib.
Would I be able to successfully fight for my grandchildren in Kentucky?

Yes. Retain an attorney and file for custody. Contact CPS and let them know what has happened.

Can I file for an attorney here in Ohio, or is it best to retain one in Kentucky?
It has been 1 month since they left, and I was told by a friend, I could perhaps file here as they may not be considered residents of the state of Kentucky.

If it has only been a month, then OH. I would contact CPS in OH and KY.

Good lord Debra...RUN don't walk to get an attorney, your babies are in trouble!!! GOOD LUCK!!!! My heart goes out to those poor children!! Keep posting on your happenings!!

I used to work at CPS and this is definite grounds for a removal ofthose chn and ofcourse relatives are the first and best option. Ifthey are not removed, and file for custody, you may have to wait for a court date. So yes, get a good lawyer and make hotline calls to both states.

Also note that you could possible get your Attorney to file an Ex-Parte Motion for Emergency Temporary Custody.. ie, it will be dealt with quickly. Your attorney will be able to advise on the strenght of such a motion.

After speaking with an attorney here in Ohio today.
I was advised it was best to find one in Kentucky, to work within their courts.
I have calls into two of them who specialize in this field of law, that I hope they call me back tomorrow.
I have been working with the caseworker in Kentucky for over a week now, who hopefully went in to check on the children today after getting the fax this morning with the additional information on the baby and the gun.
I do thank you all for the help you've given me.
I felt it was hopeless to try and get them.
I do feel more empowered now, to at least try for the childrens sake. Yes, it will cost money...but they are worth it.

This makes me feel so much better.
Too many friends have told me..don't waste my time and money.
That the man had "done his time, so paid his crime"
I felt hopeless...so many said I'd have to wait until he did something again...THAT is frightening!
If he would hurt his own child so badly..what would he do to a child not his own?!?!?
