My response:
A POA is the wrong "vehicle" to accomplish your task. You need to obtain guardianship orders for her grandfather. Typically, guardianship proceedings are brought to authorize a third person's (nonparent's) custody and control of a minor.
A POA is a form of "contract" and, since your daughter is a minor, she is "incompetent" to sign contracts. You cannot sign a POA, yourself, that gives a third party the necessary rights over your daughter - - because your daughter cannot be a signatory to such a document.
