Public Record

What is the name of your state? TX

My question is in regard to Michigan. Is marriages public record? I need to find out if a marriage occured and need to know if its(marriage) a matter of public record. If so, what website can I go to and what other info I need to obtain that information? I know the grooms full name and date of birth, SSN, amongst other things. If not, whom is allowed to find out that bit of info. Do I have to write to the state, and do I have to state my reasons for wanting to know if a marriage indeed occured?
