rights to parents assests after death


my father's mother just passed away, he was an only child.
his father is also deceased. he is on disability and may soon
need 24hr care but has no money. his mother left her oldest
grandson in charge of all of her assets because she felt her
son couldn't handle the stress of dealing with it.
does my father have any legal rights to any of the money?

The will leaves all assets to the oldest grandson to distribute

That only means he is the executor. Are there details about the disposition of the assets or is it soley at discretion of grandson as to who gets what and when?

It is solely up to the discretion of the grandson (my brother) and I was told there was a will and have just found out that there isn't

By means of what legal documents is your brother left "in charge"?
