do non-signatory spouses have legal access or right to signatory spouse's bank checking account (to withdraw funds) without the signatory spouse's permission, in the state of tennessee?

Probably not. Signing a name to a check that is not on the check can be considered forgery or theft. And the check could be refused by any business and the bank.
