spousal empoverishment

What is the name of your state? Texas

My father has Parkinson's and Dementia and we have been advised to put him in a facility that will care for him. We have looked into a private facility, but know that it will be expensive.
Our mother is in an assisted living facility and we do not want her to worry about their finances. We have heard of something called "spousal empoverishment" but do not know what that means or what paperwork is needed. Desperate!
