support modification for disabled child

My husband and ex-wife filed papers and divorced in Tennessee in the mid '80's. There has been no change in jurisdiction. She is currently living in Illinois and my husband and I are living in California. Under current support arrangements he pays for his son until the age of 18 which is in 3 months. His son has special needs and has been diagnosed with a disability. The ex-wife will be filing for Social Security Disability but has also informed my husband that she wishes to modify/continue support for their son. Can there be SSI and child support? What state should he seek legal aide in?
