I live in MN and our town hired someone to take a picture of our Daycare lady walking with all the kids, to show that they need to put a sidewalk in. Once the picture was taken they posted it on the local TV Station. No one ever asked permission to take this picture, none the less on of the children is in a Foster Home. Is it legal for them to take this picture and put it on TV?

The daycare lady was in PUBLIC. There is no expectation of privacy in public. yes the picture was legal.
