Teenage Daughter & Boyfriend

What is the name of your state (only U.S. law)? New York

I have a friend who has a daughter that is 14 but soon she will turn 15. Her daughter has a boyfriend who is 18 but will turn 19 soon. They both want to get married soon. Can they get married even though she is 14 and him 18?
