temp gaurdian of brother

my brother lives in IL and I live in NC. He is having some problems in school where he is so my mom asked me if he can come live with me for awhile to straighten him out. I need to know how to get temp gaurdianship of him so I can get him in school down here. and in case anything would happen to him I have the right to make desicions for him. How would I go about doing that what forms would I need? and if I have to get a judge to sign papers would it be better for my mom to do that in IL or both of us here in NC?
