Transfer on Death beneficiaries

What is the name of your state (only U.S. law)? VA

Under Virginia law can a spouse utilize the transfer on death designation form to transfer accounts to someone other than the surviving spouse?

Adoptive parents ARE "real" parents. Sharing genes is not what makes you a "parent"!
