Transferring Guardianship

What is the name of your state? Washington

My husband's parents have legal guardianship of their 6 year old grandson and live in California. The grandson is the child of my husband's older brother. They have had legal guardianship of the child since he was about 2 years old. My husband's parents are retired and getting older and would like to transfer legal guardianship to my husband and I. How do you go about doing this? Is this a matter for a California court? Or do we hire a lawyer here in Washington State to start the process?
