what is required to keep marriage certificate legal, when trans husband changes name

What is legally required to keep marriage certificate legal and congruous, and social security, POA's, insurances, LLC memberships, etc. ... If husband changes both name and gender identity, first, before social security is changed, what happens to wife if he dies the next day? What happens if she becomes incapicitated next day if POA isnt changed yet? ... what happens if there is a time lapse of even one day?

Correct, if you change your name as part of the marriage process (legal to certain extent), you should get a few true copies of your marriage certificate. If you do it via court order, you should get a few copies of that. Some people will take you for your word that your name changes, some will want to see (and a few retain) a copy of the document that changed it.
