How about The Job Corps? Have you heard of it, is there any in your area? Around here (WI) you can be as young as sixteen to join. Ask around, do some research. There is a web site but I don't know what it is.
Might want to check that out. I wish I'd have known about it when I was first on my own at 17.

Here is the link to Job Corps and what it's all about.
Its a great place to be when you don't have any other options. I went there when I was younger and Am now A certified clerk typist. They give you a place to live, an education, you learn a trade, free medical and dental and they pay you (although not alot at first). You should check out the website and see if its for you, since you say there are no other options.
Good Luck!!
