Up in arms in Washington

What is the name of your state?can anybody give me any advice on who to contact, exwife left washington state and moved to Arizona she refuses to pay the judgement against her. I cant seem to find anybody willing to go out on a limb and help, the judgement was to be paid four years ago. I have been told she cannot be put in jail for this matter because it is a cival matter I need advice fast Im running out of time.
