wanting to bring lil sis to ca with us

I am 26 and my husband in 31. We currently live in Las Vegas and we are moving to southern California next week. He has a 16yr old sister that is having problems at home and wants to come with us. Her mom has said it is ok, but also said I am responsible for finding out what needs to be done legally. (please note she also has this way of changing her mind. I need to protect us legally too) I need to enroll her in school ect. Please advise what needs to be done in this matter. Do we need guardianship of her.. or temp custudy? thank you in advance
