Why won't the state of Virginia give a rape victim finacial aid?


What is the name of your state? Virginia

I really don't know where to put this, but the situation seems to fall under family law. [Admins feel free to move this to a proper place if this is not it]

I have a friend who has two children. The first is the product of a documented (but unsolved) rape. The second child is the product of a father, who, although seperated has been paying way more than his share of child support on a voluntary basis. In fact, he's been covering her entire rent.

The problem is that no state agency will help her because she cannot name the father of her first child. No Food Stamps, no rent help, no medical, nothing. All denied. She doesn't even qualify for sponsored daycare (meaning she cannot even work because she would end up giving her entire check to daycare).

Is there any escape?

She had reported the rape back then and now she can't get aid because she can't name a father? And allowed the DNA of the rapist to be collected?

Something doesn't make sense here. Yes, the agencies do require you to name to father but I can't believe that state law would allow them to deny her aid when she was raped and honestly cannot tell them WHO the father is.
Has she attempted speaking to a supervisor? Or maybe even the mayor's office?

Has she tried providing a copy of the police report to the agency denying her application?
