Will Small Claims court help me?

My divorce was granted in March of this year. We left the settling of assets outside the court. I have an agreement from her in an e-mail saying that she will sign over the house. I really do not care if I keep the house or she keeps it, I just want either her to own it or me to own it. She does not want the house. Since the divorce, she has ignored my e-mails about signing over the quit claim form. I even sent her the quit claim form filled out. Can I go to small claims court to have a judge settle this once and for all?
