What is the name of your state (only U.S. law)? New Jersey

According to a bill passed by Gov. Chris Christie, if someone's name is placed on a central registry of offenders with people with developmental disabilities they cannot work in community agencies that receive state funding from the department of human services working with clients with developmental disabilities. Say if you are a mental health counselor ready to start working in the field, and then all of a sudden your name is on this registry... what happens? Can said mental health counselor work in private agencies such as colleges and hospitals that don't receive state funding?
