That's so awesome how CA just wants bystanders to let people die, though.
It is how the laws are written not just in California but in other states as well.

The layperson who sees another in distress cannot be held liable for doing nothing to help. The layperson who sees another in distress and helps can be held liable for doing so. Although states and circumstances can change this a bit.

That is why the answer to Twinkie1's first question ("Can the person or the church be liable if a person's condition worsens or dies because of incorrect action, e.g., incorrect CPR technique?") is "yes."

And the person and the church can be liable because the answer to Twinkie1's second question ("Does the Good Samaritan's Law protect from liability?") is "not really." The good Samaritan law does not provide immunity from lawsuits for laypersons.
