Primary dr. Tells me talk to urologist, urologist tells me talk to primary care.

What is the name of your state (only U.S. law)? New Jersey
So I went to my primary care physician explaining symptoms I'm having. My PCP tells me this would be a matter for a urologist not him. Yesterday I finally visited my urologist who told me this is an issue for a primary care physician. This is the second very similar situation I've had with this same PCP. The last time I spoke to the PCP about an issue he said this issue should be handled by pain management. I told the PCP I'm not seeking pain mesds I'm just having problems in my leg that is causing a lot of pain. My PCP reiterated this is not an issue for him and refused to even examin my leg. About 5 hours later I was in the emergency room with cellulitis. I called the PCP the following day and was blown off by the secretary. This PCP is not a very good doctor in my own estimation and I was wondering if his actions are negligent and if I have any recourse.
