Bad Evaluations

What is the name of your state? Maryland

If a reporting senior writes an evaluation which is subsequently determined to be inaccurate and is removed from the junior's service record, can the reporting senior be held liable for the harm that evaluaiton caused even if the military elects only to remove the evaluation is question?

This happened in my case. The report plus conversations led to my being transfered for assessment for suitability to remain in the military. It played a role in my not being selected for promotion and subsequent discharge from both the active and reserve Navy. It resulted in my not being able to retire, despite having served fourteen years active duty and nearly twenty years in ther reserves.
