[B]Changing discharge status after the fact?[/B]

My friend is a marine who was discharged with "Other Than Honorable" for drug use. Other than the drug use, he performed satisfactorally in his duties and served well. He was told that the discharge of OTH could be changed if he went back to the administrator after six months to show he was clean.

Unfortunately, life got in the way and he did not go back to do that yet. Is it too late now? It's been about 3-4 years since he left the marines.
