What can I do with chapter 10 but with a RE 3 code but I am 41 now ?

What do you want to do with it? It would require a waiver for you to reenter the any of the services service with that code. I would suspect that these days it would be near impossible to obtain such given the reason for your separation, your "advanced" age, and the fact that the services are drawing down

Depending on what surrounds your chapter 10, which are generally given administratively in lieu of a SPCM or a GCM will, in essence be the straw that, broke the camels back so-to-speak!
