I have a friend in the Army. He did get expelled from college due to a fraud case at the school. When he joined the Army, he never told them about the expulsion from school. He wants to come clean and tell his command about the expulsion. He has been an excellent soldier. Having been private of the quarter for the whole post, student leader while in training and was among top 10% graduates in his Basic Training Class. Should he keep it hush or come out and tell his command about it.

Unless there is a criminal conviction involved with his expulsion, there's no reason to tell his command.

What does he hope to accomplish with this confession?

He is trying to get a secret clearance. He never went to court or got jailed. The school just expelled him.
Please advise.
