Due Process Instruction

Stationed in California;
Order of Progression regarding Captain's Mast for Enlisted Personnel attached to a ship. Where will I find this instruction?

Isn't it standard practice to have a Disciplinary Review Board and an Executive Officer's Inquiry before going to Captain's Mast?

Please advise.
