Federal Withdrawal Proceedings

Hello:
Thank you for this great blog\forum and the opportunity for me to ask hard legal question(s).
I am an officer in the Army National Guard not on active duty.
I have a serious question about which regulation applies in Federal Withdrawal Proceedings (under 32 USC 323).
Is it AR 135-75 or NGR 635-101 or BOTH (I understand that there is a conflict as to some point)???
The authority I found says that AR135-175 applies -- Groves v. U.S., 47 F.3d 1140 (Fed. Cir. 1995) fn.4
