My Marine Corps Inactive Ready Reserve contract expires in one month and I would like to reenlist in the IRR. Since being honorably discharged from active duty, I was charged with a felony but had it deferred with no conviction and have completed my probation. My question is whether another background check is completed for reenlistments in the IRR and, if so, whether this charge would disqualify me.

You must report it. I'm sure the Marines have their version of the Secretaries determination. Actually on review this covers the Marines also.
