Military man molested 13yrold and is free

What is the name of your state (only U.S. law)? Indiana
19 yr old military personnel on leave in Indiana molested 13 yr. old and drugged (perscription) her. He got stationed in Georgia then. Meanwhile Indiana charged him with Class C Felony for child molestation as well as criminal intent to harm and giving minor drugs. Ft. Benning MP's arrested him and turned him over to Georgia civilian jail. He sat there for one day and was released to military cause Indiana refused to extridite him cause he was too far and it would cost too much. Prosecuter told me (victims mom) that he is basically a free man unless he comes back into Indiana and gets stopped by police and they see that he has a warrent for his arrest.
Question: Why isn't the military doing anything? He was a member of the military when this happened. The UCMJ says he is under their code 24/7....so why arent' they doing anything? Why is he free????
