NAVPERS overturns admin board recommendation

What is the name of your state? VA
I plea bargained a civil case. Since I was charged with a misdemenor the Navy did and admin board on me. The board concluded that misconduct took place because I plead guilty but there recommendation was for me to retire as a Chief Petty Officer, Honorably. On 24 July I got a phone call that said NAVPERS came back and will allow me to retire in a reduced paygrade of E-6 and I have to retire on 31 July (This only gave me one week). I lost 60 days leave plus didn't get to take any house hunting or job hunting leave and I didn't get all my medical (except physical) done. On my DD 214 the speration code is NBD and reentry code is RE4. What does this mean to employers looking to hire retired military. Also am I able appeal NAVPERS decision and what they did to me after 21 years of good conduct, no NJP and superb evaluations throughout my career? I really can't believe all this happened so quick and I was reduced in rank without any kind of court martial, captains mast, never ever had my rights read to me and even no word on the CO's recommedation to NAVPERS after my admin board.

The SPD code "NBD" has a narrative of "sufficient service for retirement" and the RE-4 simply means you can't re-enlist, which is understandable as you are now retired.

You will lose pay retiring as a E6!!

Hey remember if you retire an E6 that's what pay you will receive the rest of your life not as an E7!! This is a change that most people like myself didn't know and I'm out $150 a month for life... It's the pay grade held at retirement. Not the last 3 years averaged as before...
