need advice

What is the name of your state (only U.S. law)? oregon-my spouse served for 34yrs- he states due to covert work he changed his name after serving in Korea. He also received a second ss#, and different date of birth to go with new name. He retired form military in 84, but states covert government work lasted 20yrs beyond that. He has recently used both identities even though he is no longer involved in activity mentioned above. Is it common for people to be issued a new ss# w/ name change, and is it legal for him to use both identities when he's retired and no longer activly involved?
