Need advice for a Medical Naval Discharge

My little sister is a corpsman in the Navy. She is only 18 years old but while in basic training, she blew out both of her knees pretty badly. The result of this is that the tendons of her knees actually pull her kneecaps slightly off center and it causes her extreme pain. She went to her medical unit and they examined her and told her they were sending her up for review and possible medical discharge. She had requested surgery on her knees to fix them but was told "since we are discharging you anyway, we are refusing your request." Then, when she went before the review board for discharge, they said they felt she was completely capable for duty.

What should she do? THe medical board will not discharge her but the medical unit on base says they will not do surgery because she will be discharged soon. She can not continue working the way she is now as the pain is enormous for her.
