NJP's and Police Background Check

Hello im applying for the NYPD as among other law enforcment agencies, when i first got in the Marine Corps, somehow i went crazy for 10 minutes and commited petty larceny, was njped for it and got 45 days restriction and 45 days hard work, or we call it EPD, as well as loss of rank. Now 4 years later ( i have a 5 year contract) i am being honorably discharged with a good conduct medal, and the rank of Corporal (Non-commisioned officer). Recently while checking out of the marine corps, one of the places we check out is PMO, and they told me the case was still open so i had to fax a diposition to the duty station i was at during time of when it happened, because i was told if the case is open they will most certainly not let me get hired. So he told me law enforcement agencies can do military background checks and see if i was njped or not. And see what exactly the NJP is. So my questions are as follows:

1) Is it true the background checks police agencies do, can see NJPs and what exactly you got njped for
2)From previous experiance a good Marine, with one offence and an honorable discharge with a good conduct medal, make it look bad or do they overlook this completly because i got an honorable discharge and such and a leadership billet in the military?
3) When getting interviewed, will they ask me if i have been NJPed (i wont lie of course if they ask me), will they ask for what and such?

From what i always thought, i never knew that goes on your record and an NJP can show up on a background check, it never crossed the PMO civilian guy told me it could, so now im wondering about my future. Im a combat veteren of Iraq, and all that snazzy stuff but i guess one mistake can follow you for the rest of your life. So if anyone can answer my questions that would be amazing and provide some insight of this. I also have people who are reccomending me as well, so i have connections persay. Thank you for taking the time and helping me, if you of course helped me.
