Rights on payments of Re-enlistment bonus

What is the name of your state (Virginia) My son is in the Navy, he Reenlisted last year. He was having some issues with depression and temper and sought help through the ships medical and was eventually put on Zoloft for bi-polar disorder. He was in the nuclear field and because of the diagnosis they pulled his quals for that and made him pick a new rate. He barely has gotten any counseling. He did not choose this. They mentioned he might have to pay back his bonus just last week but was not told how much. Suddenly without any notice they have started taking that money back including part of a bonus for time he had already done and has now left him with barely 700 a month. This means his mortgage can't be paid and so forth. Is there a way and who does he contact to get this amount reduced? If they are making him pay all of this back and some for time already done. What are his rights? Can he ask for a medical discharge? Are they allowed to take so much that it will bankrupt his family and make them homeless? Is there no way for him to work with them on payments? Who does he need to talk to work out something. He never wanted to be de-nuked he didn't ask for this. The navy tells them to talk to someone if they are having issues yet when they do it seems they only punish them. Any options available to protect him at all? Also they are making him pay the full amount of his second bonus even though he has served over a year in the rate the bonus was for before this all occurred. Please any advice or help is appreciated.

If he thinks there's an error, he can talk to his personnel office. If he thinks something illegal has happened, he should talk to the base JAG. Keep in mind, he's getting BAH to pay for housing -- so he's NOT going to be homeless. He's getting housing paid for, full medical, and his regular salary. He's far from destitute, unless he's living too far beyond his means.
