What is the name of your state (only U.S. law)? Arizona

I'm working on a novel and to add authenticity to the story I'm wondering what UCMJ article(s) would a solider, who willfully disregards the ROE be charged under? The character is a young misguided soldier who has developed warped notions about Christianity and he fires on a crowd of Iraqis when there is no imminent threat, no one is hurt. He is on a mission both with the Army and in his mind to kill the non-believers, i.e., anyone who even looks like a Muslim. Thanks. Philip. articles 91 or 92. Articles 116 and 128. An interesting twist may be for the US to allow a local national court the conviction and sentencing. I know the threat of that by our CO in Afghanistan scared some people into not even firing when we were engaged because they would rather die than spend 1 day in an Afghan prison.
