Vehicle Purchase

What is the name of your state (only U.S. law)? CA

I am i member of the USAF stationed in CA ( i am also a resident of CA). I am looking to purchase my friends motorcycle. He purchased the bike in 2005 and has never registerd it. The bike was purchased in Wyoming and only has 156 miles on it. In the state of CA the bike must have 7500 miles on it if it is from out of state. I am wondering if their is any military clause or anything that would allow me to register this bike. Would i be able to register it in Wyoming from CA? Anything thing i can do? I hate to pass up a brand new bike for a great price.

The only way that would be possible is if you were a resident of another state.
