adding names to a title

What is the name of your state?NC
How do you add names to a deed of a house? There is no mortgage so it does not require refinancing. It would be 4 of us on the deed (my siblings and I). Also, if one of the people that you add to the deed owes back taxes (about 100K) what are the repurcussions of this to the other 3 deed holders?

Tax lien against property with a possibility of not selling before the lien is satisfied.
