Builder delinquent in property tax and I cannot refinance

What is the name of your state (only U.S. law)? Illinois

I purchased a newly built home in April of 2008. There is a total of 9 nine new homes built by the same builder on vacant lot. I have been trying to refinance which started from early December of 2008. Everything is done including the appraisal and everything is all good to go EXCEPT the builder owes property tax on the 2nd installment of 2007 so the lender cannot close on this new loan. There were 3 PINs under the vacant land which the builder needs to pay on. All the new residents received new PIN.

Builder keeps promising to pay but nothing has been done. How do I get my refinancing done?
