buying foreclosed property

What is the name of your state? Ohio
When buying a foreclosed home at a sheriffs auction and the parties are
____bank- plaintiff
____ owner- defendant
____owner- defendant
____wholsale lender-defendant
_____Bank- defendant
____Treas.___county-defendant
Am I resposible for the second, third, mortgages or any liens?
The amount of $196,612 is listed for what I assume is just the 1st loan amount, I am not sure why these other defendants are listed. I had planned to pay 10% of the loan amount to purchase at sheriffs auction, and finance the rest. I want to know of any other costs.
