Can I cancel verbal Re-fi aggreement?

I made a verbal aggreement yesterday for refinancing (iI live in WA. State). The Mortgage broker verbally gave refi totals but once I saw in writing the fees are way too high. Can I cancel this aggreement without incuring any penalties? They did state there would be penalties incurred if contract waqs canceled. They have my credit card info to do so.

**A: yes you can. You can even cancel a writen refi under certain circumstances.
